{"id":25,"date":"2020-01-10T21:25:27","date_gmt":"2020-01-10T21:25:27","guid":{"rendered":"http:\/\/medent.com\/news\/2020\/01\/10\/the-qpp-2020-final-rule-what-you-need-to-know\/"},"modified":"2021-06-09T11:59:05","modified_gmt":"2021-06-09T15:59:05","slug":"the-qpp-2020-final-rule-what-you-need-to-know","status":"publish","type":"post","link":"https:\/\/medent.com\/connect\/2020\/01\/10\/the-qpp-2020-final-rule-what-you-need-to-know\/","title":{"rendered":"Guest Post: The QPP 2020 Final Rule"},"content":{"rendered":"<h2 style=\"text-align: center; white-space: pre-wrap;\">Guest Post with<\/h2>\n<p><a href=\"https:\/\/patient360.com\/\" target=\"_blank\" rel=\"noopener noreferrer\"><img decoding=\"async\" src=\"http:\/\/medent.com\/news\/wp-content\/uploads\/2020\/04\/Patient-360_logo_RGB28129.png\" alt=\"\" \/><\/a><\/p>\n<p class=\"\" style=\"white-space: pre-wrap;\"><strong>Written by Amanda Lord Darbani, Patient360 COO and MIPS Subject Matter Expert<\/strong><\/p>\n<p class=\"\" style=\"white-space: pre-wrap;\">If you didn\u2019t have the chance to read the <a href=\"https:\/\/patient360.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Patient360<\/a> assessment of the Proposed Rule back in August,\u00a0<a href=\"https:\/\/patient360.com\/qpp-2020-proposed-rule-what-are-major-changes-and-what-can-we-do\" target=\"_blank\" rel=\"noopener noreferrer\">this<\/a>\u00a0is a handy place to review those tables and basic updates to expect in the 2020 Quality Payment Program.<\/p>\n<p class=\"\" style=\"white-space: pre-wrap;\">In short, if you don\u2019t feel like toggling to the previous blog, it is pretty much what we expected and very manageable. There are a few minor changes in terms of allocation of scoring percentage changes in the various categories, but not much else has changed for 2020 reporting.\u00a0\u00a0This is a quick bullet list from the\u00a0<a href=\"https:\/\/qpp-cm-prod-content.s3.amazonaws.com\/uploads\/737\/2020%20QPP%20Final%20Rule%20Fact%20Sheet.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">CMS fact sheet<\/a>:<\/p>\n<ul style=\"margin-left: 280px;\" data-rte-list=\"default\">\n<li>\n<p class=\"\" style=\"white-space: pre-wrap;\"><strong>The performance threshold is 45 points (i.e., this is the minimum score to avoid penalty)\u00a0<\/strong><\/p>\n<\/li>\n<li>\n<p class=\"\" style=\"white-space: pre-wrap;\"><strong>The exceptional performance threshold is 85 points\u00a0<\/strong><\/p>\n<\/li>\n<li>\n<p class=\"\" style=\"white-space: pre-wrap;\"><strong>Quality performance is worth 45 points (i.e., no change from 2019)\u00a0<\/strong><\/p>\n<\/li>\n<li>\n<p class=\"\" style=\"white-space: pre-wrap;\"><strong>Cost performance is worth 15 points (i.e., no change from 2019)\u00a0<\/strong><\/p>\n<\/li>\n<li>\n<p class=\"\" style=\"white-space: pre-wrap;\"><strong>Promoting Interoperability is worth 25 points (i.e., no change from 2019)\u00a0<\/strong><\/p>\n<\/li>\n<li>\n<p class=\"\" style=\"white-space: pre-wrap;\"><strong>Improvement Activities is worth 15 points (i.e., no change from 2019)<\/strong><\/p>\n<\/li>\n<\/ul>\n<p class=\"\" style=\"white-space: pre-wrap;\">One minor change that continues to arise is the minimum threshold for data completeness.\u00a0\u00a0As part of the 2020 Final rule, clinicians must submit greater than 70% of their patient encounters for each measure instead of the current 60%.\u00a0\u00a0This was an anticipated change and likely to continue to increase in order to mitigate the ever pervasive \u201ccherry picking.\u201d\u00a0\u00a0Essentially, report as much data as able for each quality measure and don\u2019t pick only the \u201cbest\u201d data. CMS is trying to avoid the latter which skews and inflates a \u201ctrue\u201d score.\u00a0\u00a0Remember, the spirit of the program is to try to improve quality of ALL care vs. only demonstrating elevated performance on a subset of patients.<\/p>\n<p><img decoding=\"async\" src=\"http:\/\/medent.com\/news\/wp-content\/uploads\/2020\/04\/MIPS_2020.gif\" alt=\"\" \/><\/p>\n<p class=\"\" style=\"white-space: pre-wrap;\">Also, note that the timing of the Qualified Registry randomized audits has shifted.\u00a0\u00a0Patient360 and other registries are now conducting randomized audits during the course of the reporting year, prior to the end of the reporting season\/performance period, in order to ensure all data is true, valid, and accurate. Registries are charged with eliminating erroneous data before it reaches CMS.\u00a0\u00a0Detect and correct is the mantra!\u00a0\u00a0<em>These audits are an important part of the CMS validation process. This validation protects Patient360 clients and keeps Patient360 in good standing with CMS.\u00a0\u00a0If interested in learning more, refer to a previous\u00a0<\/em><a href=\"https:\/\/patient360.com\/false-claims-act-quality-data-reporting\" target=\"_blank\" rel=\"noopener noreferrer\"><em>blog<\/em><\/a><em>\u00a0about the importance of the auditing process to maintain data integrity and best practices:\u00a0<\/em><\/p>\n<p class=\"\" style=\"white-space: pre-wrap;\">MIPS Value Pathways (MVPs) program has received some attention as they were presented as part of the 2020 Final Rule. MVPs will be launched in 2021 and require providers to report on a smaller set of measures. Theoretically, by limiting the volume of measures, CMS will be able to effect change more readily. Based on Patient360 learning and conversations with CMS, these changes aren\u2019t going to be made in a vacuum. CMS is absolutely seeking stakeholder feedback on the program.\u00a0\u00a0In addition, the exact timeline for full program launch was NOT finalized; i.e., we only know some form of the MVP program will launch in 2021. Since the MVP program is not yet finalized it remains to be seen to what degree participation will be required.\u00a0\u00a0CMS emphasized they understood a slower transition for this program is important.\u00a0\u00a0For now, know the MVP program is happening in 2021 and the transition will not be a light-switch event. It will be gradual with much stakeholder feedback and involvement. \u00a0<strong>\u00a0<\/strong><\/p>\n<p class=\"\" style=\"white-space: pre-wrap;\"><strong>New and Retired Measures:<\/strong><\/p>\n<p class=\"\" style=\"white-space: pre-wrap;\">Don\u2019t feel like looking at the dozens of Appendices at the end of the Final Rule to learn which measures added vs. retired in 2020?\u00a0\u00a0Patient360 has you covered!<\/p>\n<p class=\"\" style=\"white-space: pre-wrap;\"><em>RETIRED MEASURES<\/em>:\u00a0\u00a042 in total.<\/p>\n<p class=\"\" style=\"white-space: pre-wrap;\">46,51,68,91,109,131,160,165,166,179,192,223,255,271,325,328<\/p>\n<p class=\"\" style=\"white-space:
